APM Terminals Pier 400 Electrifies Fleet and Upskills Workforce
APM Terminals Pier 400 has recently taken a remarkable step toward sustainability by introducing the largest fleet of electric terminal tractors (ETTs) at the Port of Los Angeles. This initiative not only marks a significant milestone in reducing carbon emissions but also focuses on enhancing the skill set of the local workforce, especially the ILWU Local 13 members, who are vital to the operations at this key terminal.
In collaboration with Orange EV, the electric vehicle manufacturer, and the Pacific Crane Maintenance Company (PCMC), APM Terminals is committed to transitioning towards net-zero emissions by 2030. The initial deployment features ten fully operational electric tractors with an additional ten expected to be in operation by the end of July, replacing approximately 30% of the existing diesel-powered fleet at the terminal.
Jon Poelma, the Managing Director of APM Terminals Pier 400, emphasized that this move is about more than just upgrading equipment. “This is not just an investment in equipment, it's an investment in the upskilling of the workforce,” he stated. The partnership with PCMC aims to prepare the workforce for the technological advancements in terminal operations, reflecting APM's commitment to cleaner air and sustainable practices.
Training Programs for Technological Evolution
The training program, conducted in mid-May, involved three days of paid training that provided 21 ILWU Local 13 mechanics with the necessary knowledge and skills to operate and maintain the new electric tractors safely. This training combined both theoretical classroom instruction and practical hands-on applications, ensuring that the workforce is well-prepared for the new equipment.
“Training our mechanics to proficiently work with modern equipment is critical,” said Joe Gregorio Jr., President of PCMC. “This initiative not only empowers our mechanics but also reinforces our dedication to supporting the port's clean energy future.”
The ETTs are built by Orange EV, a company known for leading the way in electric terminal truck manufacturing. Having deployed over 1,400 electric trucks across various fleets, Orange EV has proven its capability by achieving significant operational hours and mileage. The vehicles meet stringent regulations, ensuring they are both competitive and environmentally responsible.

Future Outlook
The advancements at Pier 400 serve as an important example for the broader industry regarding workforce readiness as electrification becomes more prevalent in terminal operations. Future plans include expanding training to include electric tractor instruction at the ILWU-PMA Maintenance and Repair Training Center, offering union mechanics enhanced opportunities for skill development.
As APM Terminals continues to scale its electrification program, it sets a blueprint for zero-emission terminal operations not only in North America but globally. With expectations of having 20 electric units in operation shortly, Pier 400 is poised to transform how terminal operations function and contribute positively to environmental sustainability.
